Place foreigners like

I think foreigners like one area where is Nakano, Koenji, Asagaya area. A language partner candidate who I met the other day had lived in Koenji and he said he liked that area. My English teacher lives in Nakano. Sam who was a language partner for this summer said Koenji was good. Joe who was old co-worker had lived in Asagaya. And I have heard that many foreigners live in the area. Hmm... Why?
