I saw a sentence with the "up until."
I wonder if it is completely same as "until."
There might be subtle difference. I wonder what it is.

Was "up" part of a phrasal verb such as "stay up" or "let up"?
"Let's stay up until midnight" would have a different meaning than "Let's stay until midnight."

It's not part of a phrasal verb.
For example;
Up until just a short while ago, Japan was said to be the safest country in the world.
Up until 1977, the United States led the world in the development of fast-breeder reactors.
